[Wear-Hard] RE: VGA to NTSC conversion

I knew ePanorama had to have something on VGA to NTSC/PAL conversion, and lo
I finally found it.

It's down at the bottom under 'Computer to TV chips'. All the links are
dead, but the chip names are good.

These chips likely just require some surface mount soldering, appropriate
wiring up to video source, and a power source. I submitted requests for some
price quotes, and I'm hoping for them to be under $25 so it's worth it. If
anything, it'll help trim down the size of those huge VGA to TV converters
you can get for $40-$60
